自组织演化视角下的智能交通产业发展模式研究

ChinaAbstract: In the process of urban modernization, Social problems such as urban congestion,traffic accidents and exhaust emissions have become increasingly serious. To solve these problems, intelligent transportation system has developed. Along with the construction of smart cities, intelligent transportation is gradually standardized and market-oriented.Intelligent transportation industry is evolving and developing. This research examines intelligent transportation industry development model as a self-organization from the perspective of evolution theory, self-organization,and intelligent transportation industry. In addition, this research expounds the development process of the intelligent transportation industry, and the openness, fluctuation, non balance and nonlinear characteristics of system self-organization. Moreover, it makes a description of intelligent transportation industry model definition and analysis market leading and government leading type, two kinds of intelligent transportation industry development model of self organizing feature description. Intelligent transportation industry is defined at first. And on such a basis, market-led development model and government-led development model of intelligent transportation industry are analyzed separately. This research looks into the relationship between the development model of intelligent transportation industry and its evolution features as a self-organization. Furthermore, the impacts of self-organization evolution on the development model of intelligent transportation industry are also analyzed. The aim of this research is improving the development of intelligent transportation industry by combining the advantages of self-organization, market and government. 人们生活水平不断提高,社会发展过程中人口、车辆的不断增加一方面也给交通带来很大不便。城市拥堵、交通事故、尾气排放等也成了新闻上出现频率颇高的字眼,这些问题同时也给市民的生活造成了严重影响,城市环境以及城市的承载力也在不断下降。在解决这些社会问题的过程中,智能交通系统运应而生。随着国家政府对智能交通发展的重视,智能交通产业也在加速发展。

政府在智能交通发展方面出台很多扶持政策帮助智能交通产业发展,但政府政策在实施的过程也同样存在着一些不足之处。政府采取的是至上而下的方式来推动智能交通产业的发展,但由于部分地方政府并没有明确当地的智能交通系统建设主管部门的责任机制,也没有明确当地的综合协调机构,因此没能战略性地规划和引导智能产业的发展;投资融资政策不具体,政府在对智能交通产业的投融资上没有专门性具体性的优惠政策和投资方案,对项目性质也没有进行细分;对产品研发的扶持力度不够,目前政府对智能交通产品的开发和研究也没有具体的政策和制度;建立智能交通运输行业的建设和运作的市场秩序缺乏相应的保护政策,相关法律制度不健全,智能交通行业知识和技术不能得到很好的保护[1]。同样,市场虽在智能交通产业的发展中起到了决定性作用,但由于市场也有自身的缺陷,在智能交通产品市场,不公平竞争,不诚实守信,不公平交易,知识产权侵权等违法违规的想象比比皆是。未来想要智能交通产业良性持续的发展下去,自组织的出现是必然,地方智能交通产业联盟或产业协会的出现,对智能交通系统标准规范制定及检测验证服务,促进产业联合和产品创新应用将会起到推动性作用。自组织在政府和市场之间,监督协调政府和市场的关系,是一个天平的作用,平衡调节智能交通产业的发展。因此,越来越多的研究者倾向于研究自组织演化视角下智能交通产业的发展模式,试图找到一个适合智能交通产业的发展模式。[2-3]
