基于源头控制视角的江苏大气污染防治效应研究

摘 要

大气环境是人类赖以生存的宝贵资源,但长期以来以GDP为核心的粗放式经济发展模式导致江苏大气污染情况十分严重,以可吸入颗粒物(PM10)和细颗粒物(PM2.5)为主要污染物的区域性大气环境问题日益突出。2014年江苏省大气污染的影响范围和影响程度均创下了“历史新高”,给人们的健康生活、区域经济持续发展以及区域生态环境造成了严重威胁。

在这种形势下,江苏省大气污染防治显得十分必要和紧迫,越来越受到江苏省政府的高度关注。自2010年以来江苏省政府连续发布了一系列大气污染防治措施条例,但这些防治措施都在一定程度上有其自身的局限性。2014年4月,为了迎接夏季青年奥运会的到来,江苏省联合长三角其他3省一共23个市实行大气污染联防联控治理专项行动并取得了良好的成效,但青奥会专项治理行动只是为了保障青奥会期间江苏省的大气环境质量,那么如何才能确保青奥会结束后的江苏省大气环境呢?

基于以上研究背景,本文以“基于源头控制视角的江苏大气污染防治研究”为题,在全面把握江苏省大气污染现状和综合防治现状的基础上,深入探讨江苏省大气污染综合治理的污染物源头控制机制和综合治理保障机制,从生产源和生活源两个方面剖析大气污染物源头控制对大气污染防治的作用机理,并分别采用结构方程模型从生产源控制和生活源控制两个层面分析源头控制对江苏大气污染的防治效应,最后在现有的经验基础上从源头控制角度提出促进江苏大气污染防治的对策措施,亦可为江苏省环境与经济的和谐发展、建设区域生态文明提供工作思路和指导建议,具有重要的理论与实践价值。

A Study on Prevention and Control of Air Pollution in Jiangsu Province with the Perspective of Source Controlling

ABSTRACT

The atmosphere environment is a valuable resource for human survival, but the longtime extensive economic development model which centered on GDP have caused very serious air pollution in Jiangsu Province. The regional atmospheric environmental problem which include inhalable particulate (PM10) and fine particulate (PM2.5) as the main pollution was increasingly prominent. Both the scope and extent of the impact of the air pollution in Jiangsu Province have reached the "record high" in 2014, it has posed a serious threat to the people’s healthy life, sustainable development of regional economy and regional ecological environment.

In this kind of situation, Jiangsu air pollution prevention and treatment seem very necessary and urgent, and it has got more and more attention of the Jiangsu provincial government. Since 2010, the Jiangsu provincial government continuous issued a series of air pollution control measures regulations, but these control measures were to some extent, has its own limitations. April 2014, in order to meet the arrival of the summer Youth Olympic Games, Jiangsu Province joint three provinces total 23 cities in Yangtze River Delta implemented joint prevention and control special operations of the atmospheric pollution and have achieved good results, but this special operations just in order to guarantee the Nanjing and the surrounding areas atmospheric environmental quality during the Youth Olympic Games period. so how can we ensure the atmospheric environment quality at the time after the end of the Youth Olympic Games in Jiangsu Province?

Based on the above background, this paper chose “A Study on Preventing of Air Pollution in Jiangsu Province with the Perspective of Controlling Source" as the title. On the basis of comprehensive grasp of the current air pollution situation and a comprehensive air pollution control situation in Jiangsu Province, this paper have deeply discussed the source control mechanism and comprehensive security mechanism of the air pollution comprehensive treatment in Jiangsu Province. Have analyzed the mechanism of action of atmospheric pollution source control from the domestic pollution source and the production pollution source. and structural equation models were used from the production source control and life source control, and respectively set up structural equation model to analyze source control effect of the prevention and control of atmospheric pollution in Jiangsu province at the domestic pollution source aspect and the production pollution source aspect. Finally, based the existing experience, this paper put forward Jiangsu air pollution control countermeasures from the perspective of source control. This can provide working ideas and guidance advice to Jiangsu province for the harmonious development of environment and economy and building regional ecological civilization. It has very important theoretical and practical value.
