新时期公交都市建设发展策略研究

摘 要

本课题的研究主要是通过对中国城市公共交通的发展现状的分析，对建设“公交都市”工程以来进行评价，指出存在的问题和不足，参照了国内外相关成功经验，在立法、规划、管理、政策、建设、信息等方面提出了新的发展对策建议，并举出实例进行论证说明，为以后建设“公交都市”工作铺垫了大量的实践经验和政策建议，推进建设“公交都市”工作顺利实行。
论文首先分析了国内外公交都市的发展现状，然后阐述公交都市的概念，接着介绍了中国建设“公交都市”的困境，结合国内外代表性公交都市的发展经验和启示提出一些发展建议和政策，包括尽快启动城市公共交通立法、实施制定科学的公交发展规划、设立有保障的公交财税政策、大力推行城市公交优先活动、积极建设城市公交信息化、加快建设城市公交基础设施。最后，通过对佛山市“公交都市”的建设发展分析，找出问题，论证新的发展建议和政策。

Abstrac

The research of this topic is mainly through the analysis of the existing indicators and development status of China's urban public transport, the objective and comprehensive evaluation of the work since the establishment of "transit metropolis", pointing out the existing problems and shortcomings, fully drawing on the relevant successful experience at home and abroad, and putting forward new development countermeasures and suggestions in the aspects of legislation, planning, management, policy, construction, information, etc And give examples to demonstrate and explain, provide direct practical experience and policy suggestions for the future "transit metropolis" construction work, and promote the smooth progress of the "transit metropolis" construction work.

This paper first analyzes the current situation of the development of transit metropolis at home and abroad, then expounds the concept of transit metropolis and the theory of urban traffic management, then introduces the problems existing in the main indicators of establishing "transit metropolis" in China, and puts forward some development suggestions and policies based on the development experience and Enlightenment of the representative transit metropolis at home and abroad, including starting the legislation and implementation of urban public transport as soon as possible Formulate scientific public transport development plan, set up guaranteed public transport fiscal and tax policies, vigorously promote the priority activities of urban public transport, actively build urban public transport informatization, and accelerate the construction of urban public transport infrastructure. Finally, through the analysis of the construction and development of "public transit metropolis" in Foshan City, the paper finds out the problems and demonstrates the new development suggestions and policies.
