“一带一路”背景下中国农业对外投资对策研究

摘 要

“一带一路”提倡大力实现开放平等包容平台的建设和相关区域的合作平台搭建,明确中国和此背景下具有关联的国家之间的相互优势互补、互利共赢,同时促进双方国家之间的合作,全力进行国际合作的开办、最终为了实现共同繁荣的目标而一起努力。“一带一路”的背景中要求国家必须要能够积极推动对沿线国家、地区的农业对外投资实施,同时农业的相关投资也是比较利于国家利用内外两种资源、两个市场、两种规则来实现农业现代化、多元全球化发展的,因此努力提升农业发展的高质量层次,对于推动国家的农业快速发展具有较大的帮助,也进一步促进了国家构建全新的创新全球农业合作平台。“一带一路”涉及到的国家都要紧追政策的步伐,加快完善个性化和创新化发展,同时互相之间也要取长补短,共同促进和提高。与中国经济互补的方式有别,因此中国对沿线国家直接投资的相关领域具有异质特点存在。

本文在此背景下,着重来分析中国农业对外投资对策,以此为主要线索进一步去分析“一带一路”背景下中国农业对外投资现状、问题、解决对策。由6个部分组成。论文设计选题的背景、研究和分析的意义以及它的核心概念是第一部分,为绪论;“一带一路”背景下中国农业对外投资相关理论分析为第二部分;第三章为分析当前中国农业对外投资现状,主要总结为投资规模开始扩张、投资领域更加广泛、投资主体趋于多元化、投资潜力逐渐增大。第四章研究了“一带一路”背景下中国农业对外投资存在的问题,主要总结为投资规模偏小,投资区域较集中、投资领域多元化,投资产业链条不完善、投资主体分布不均,投资方式优化、投资合作平台建设加速, 创新不足。第五章是“一带一路”背景下中国农业对外投资存在问题的解决对策包含:发挥“双区”示范和带动作用、继续深化农业供给侧改革、加强农业合作政策规划、发挥劳动力创新精神,打造全球农业领军企业;提升对农业对外投资提供财政金融和政策支持。第六章是结论。

Abstract

“One Belt, One Road” advocates vigorously realizing the construction of an open and equal and inclusive platform and the establishment of a cooperation platform for relevant regions, and clarifying the mutual complementarity, mutual benefit and win-win between China and the countries with relevant backgrounds in this context, and promoting cooperation between the two countries. We will do our utmost to carry out international cooperation and finally work together to achieve the goal of common prosperity. In the context of “One Belt, One Road”, the country must be able to actively promote the implementation of agricultural foreign investment in countries and regions along the line. At the same time, the relevant investment in agriculture is also conducive to the country's use of internal and external resources, two markets, and two rules to achieve agriculture. Modernization and diversified globalization have developed. Therefore, efforts to improve the high-quality level of agricultural development have greatly contributed to the rapid development of the country's agriculture, and have further promoted the country to build a new and innovative global agricultural cooperation platform. The zone and the countries on the road should closely follow the policy rates, speed up the development of individual and innovative developments, learn from each other, filling and promoting and improving. The way to complement China's economy is different, so China has heterogeneous characteristics in the relevant areas of direct investment in countries along the route.

In this context, the author focuses on analyzing China's agricultural foreign investment countermeasures, and as a main clue to further analyze the status quo, problems and solutions of China's agricultural foreign investment in the context of the “Belt and Road”. It mainly consists of six chapters. The first chapter is the introduction, which mainly expounds the background, research purpose, significance and core concept definition of the article; the second chapter discusses the theoretical analysis of China's agricultural foreign investment under the background of “Belt and Road”; the third chapter talks about the “One Belt, One Road” background. The current situation of China's agricultural foreign investment is mainly summarized as the expansion of investment scale, the wider investment field, the diversification of investment entities, and the increasing investment potential. The main conclusions are that the scale of investment has begun to expand, the investment field has become more extensive, the investment entities have become more diversified, and the investment potential has gradually increased. The fourth chapter talks about the problems of China's agricultural foreign investment under the background of “One Belt, One Road”. The main conclusions are that the investment scale is small, the investment area is concentrated, the investment field is diversified, the investment industry chain is imperfect, and the investment subject is unevenly distributed. Mode optimization, investment cooperation platform construction accelerated, and innovation is insufficient. The fifth chapter is the solution to the problems of China's agricultural foreign investment under the background of “Belt and Road”: to play the role of “dual zone” demonstration and driving, continue to deepen the reform of agricultural supply side, strengthen agricultural cooperation policy planning, and exert the spirit of labor innovation to create Global leading agricultural enterprises; improve financial and financial support for agricultural foreign investment. To provide financial and financial support for agricultural foreign investment. The sixth chapter is the conclusion.

第一章 绪论

1.1 研究背景和意义

在哈萨克斯坦的会议中习近平主席提出,“丝绸之路经济带”的共建对于发展双方国家的经济非常有意义,同时也表达了与东盟各国加强海 上合作、进行贸易往来的强烈意愿。 为“海上丝绸之路”的建设贡献自己的力量。“一带一路”战略包含两个,其一是“丝绸之路经济带”,其二是“21世纪海上丝绸之路”,此战略的基础是有效利用中国与沿线国家的双重资源,互相合作,互利共赢。近些年来中国农业“走出去”战略被发幅度推广和实施,在走出去中实现“一带一路”沿线国家的农业发展和资源挖掘,挖掘了极大的市场,帮助中国农业很好地实现“走出去”。同时在走出去的同时,农业的发展还要求能够保证粮食供应的质量和效应,发展现代农业的同时还要及时更新补充传统模式下的发展,使得农业能够真正“走出去”且不会有太大的代价付出,为此,构建农业供应网络全球规划是非常有必要的。

2018年商务相关数据分析中得出,中国众多企业都参与到“一带一路”沿线农业发展中来,多达57个国家都申请进行非金融类型的直接投资,其金额达到了165.3亿美元,同比下降1.5%;之后的“一带一路”发展涉及到的63个国家针对新的项目承包合同进行签约,共计9158份,其总额度高达1361.3亿美元,同比增长35%。由此可以看出“一带一路”的不断发展带动的是参与国家的深入发展,同时也逐渐吸引着更多的中国企业来投身参与相关的规则中来。“一带一路”提倡大步实现开放平等包容平台的建设和相关区域的合作平台搭建,明确中国和此背景下具有关联的国家之间的相互优势互补、互利共赢。“一带一路”参与国家之间的优势与实力存在较大差异性,能源与交通是投资规模中较大的部分,同时其产业产生的价值也较大,建设方案的规划发展十分重要,投资规模相比较,交通运输业的投资规模稍低于能源类投资。同时电信高科技信息化的技术投资也较为重要,不断吸引力很多“一带一路”相关国家的果断直接投资。
