大城市公交分担率指标体系分析与构建

摘 要

公交分担率是衡量城市公共交通发展、交通结构的重要指标，是一种宏观性指标，然而目前对于大城市公交分担率缺乏系统研究，缺乏统一的公交分担率指标体系来衡量以及评价大城市的公交发展状况，尤其在公交优先以及构建公交都市的大背景下，由于缺乏这样的体系，很难为实现公共交通资源优先配置制定相应准确的目标。

本文的主要研究内容是构建大城市公交分担率指标体系。首先，对国内外研究现状进行了研究，并分析目前公交分担率研究中存在的问题，探究其影响因素，确定候选指标。其次，运用德尔菲法进行指标初选，在德尔菲法调查数据的基础上，采用层次分析法确定指标权重，构建公交分担率指标体系。最后，以南京为例，进行指标体系的应用。

Research on the Index System Analysis and Construction of Big City Public Transit Share Rate

Abstract

Public transit share rate is an important index measuring the development of city public and the structure of city transit.It is a macroscopic index.While,at the moment,there are few papers researching the system of big city public transit share rate.Due to lacking of the system of public transit share rte,it is hard to evaluate the level of development of big city public transit.Especially in the background of public transit priority and creating public transit metropolis,it is difficult to set appropriate goals to allocate resources of public transit to develop divers public mode.

The main content of this paper is to construct the system of big city public transit share rate.Firstly,this paper analyzed existing research results and researched the problems of current researches on public transit share rate.Then this paper analyzed the factors that influence transit share and determined the candidate indexes reflecting public transit share rate.Secondly,this paper apply Delphi method to choose the candidate indexes,and on base of this,the paper determined each index weight by AHP.as a result,the system of big city public transit share rate has been created.Finally,the paper apply this system of big city public transit share rate to Nanjing.

第一章 绪论

1.1研究背景及意义

随着城市化进程的进一步加快，以及城市社会经济的快速发展和城市人口的迅速增长，使得大城市面临着诸多问题，而在其中的交通问题与环境问题是较为突出明显的。因而构建健康城市和创建公交都市的理念应运而出。而在健康城市中以人为本的理念与构建公交都市的理念是相互契合的，因而在面对大城市交通以及环境问题方面，公交优先发展，大力发展城市公共交通体系逐步成为共识。为此，2012年1月，国家自然科学基金委员会特设了管理科学部主任基金应急科学研究专款项目——《我国城市交通公交优先发展战略研究》，从规划、管理、法律等多个层面，深入分析当前所存在的各种交通问题，并把公交优先作为城市可持续发展的重要战略，同时也将公共交通纳入基本公共服务的范畴。

公交优先，其本质即为公共交通发展优先配置资源——包括道路资源、城市交通投资资金等，从而构建出完善的城市公共交通体系，引导居民优先选择公交出行，进而有效提高土地利用率，降低能耗，改善居住环境。这一措施既能推动健康城市的建设，又可以大力推进公交都市的创建。既然要优先发展公交，那么就需要一定的尺度与标准来衡量公交发展的优劣。对于目前来说，衡量一个城市公交发展、交通出行结构合理性的最重要的指标即为公交分担率。然而，公交分担率是一种宏观性指标，倘若只从一个角度或是一个方面来考虑一个城市的公交分担率都是不全面、不科学的。因而需要这样的一套能客观反映公交分担率、评价公交发展水平的指标体系。
