摘 要

随着近年来我国汽车保有量的巨幅增长和城市交通的迅猛发展,城市交通问题逐渐成为社会上不可忽视的一大热点话题。其中城市停车问题属于城市交通的主要问题之一,在城市道路交通中扮演着不可忽视的角色。而路内停车泊位作为一项投资少、见效快的城市公共交通资源,是缓解城市停车压力的一个重要手段。尤其在我国,城市交通负荷与日俱增,城市中心区域的土地资源极其珍贵,路内停车泊位的配置显得更为重要。

良好的路内停车设置不仅能有效提高城市停车泊位资源的利用效率,还能进一步提升城市停车服务与管理水平。然而路内停车泊位顾名思义是需要利用道路空间资源来设置的,它在城市交通中不可避免地会带来一定的负面影响。特别是针对机非混行车道的路内停车设置,会造成机动车流与非机动车流的冲突,容易引发交通事故。因此,我们在设置的过程中需要考虑到道路及道路周边的各种影响因素,务必保证设置路内停车泊位的举措不会影响道路通畅。在此基础上,结合现有路内停车设置实施准则再对具体路段内的停车泊位进行设计管理。

本次课题以南京市机非混行车道作为研究对象,意在根据现有城市路内停车泊位的标准规范,在已有路内停车泊位的基础上进行优化设计。本研究首先提出了机非混行车道上停车泊位的设置内容,其次选取南京市几条路内停车问题较为严重的机非混行车道,通过对其道路条件、停车设施、道路交通流、停车行为进行了调查和分析,诊断出存在的停车问题。并借助VISSIM仿真软件对路段内停车泊位与道路交通的影响进行仿真模拟,从实际的角度完善路内停车泊位的优化设计方案,最后基于VISSIM仿真模拟实验设置配套的停车泊位实施准则和管理措施,具体包括停车泊位的施划标准、设置要点、配套设施以及收费标准等。本次研究的通过规范化南京市路内停车泊位设置的准入条件,最终期望提高城市停车泊位资源的利用效率,提升城市停车服务与管理水平,保障城市道路网络中机动车、非机动车和行人的运行效率、通行秩序和安全。

Abstract

With a giant growth of car ownership in China in recent years and the rapid development of urban traffic, urban traffic problem gradually becomes a hot topic in society which can not be ignored. The urban parking problem which belongs to the main problems of urban traffic, plays an important role in the urban road traffic. And Inside road parking garages which can spend a less investment to return quick effect, can be an important approach to alleviate the pressure of the city's parking. Especially in our country, as the urban traffic load increases, the city center area of the land resource becomes more precious, thus the configuration of parking garages in the road seems more important.

A good road parking setting can not only improve the efficiency of city parking garages, but also improve the service and management level of city parking. Inside road parking garages, however, just as its name implies, need to use the road space resources to set up, it will inevitably brought certain negative impact in the urban traffic. In particular, the inside road parking set in the mixed lanes can cause the collision between the motor traffic and the non-motorized traffic flow, which can easily cause traffic accidents. Therefore, we should consider the various influence factors in the process of setting, to ensure that setting inside road parking garages action will not affect the traffic. Then design inside road parking garages of specific roads within the road parking setting implementation guidelines.

This subject studies the mixed lanes of Nanjing city, aiming at optimize the existing road parking garages, according to the existing standard specification of urban road parking garages. This study firstly proposed the content of inside road parking settings which is set in the mixed lanes, secondly selected some mixed lanes with serious parking problems, finally diagnose potential parking problems through the analysis of road conditions, parking facilities, road traffic flow, parking behavior. As well, we need to conduct a simulation experiment with the help of VISSIM simulation software, in order to complete the optimization plan, finally build parking standards and management measures of a complete set based on VISSIM simulation experiment, which covers the parking garages standards, set points, supporting facilities, and charge standard, etc. Through the standardization of set access of Nanjing road parking garages, the study expects to improve the utilization efficiency of urban parking area resources, enhance the level of urban parking services and management, safeguard the running efficiency, traffic order and safety of motor vehicles, non-motor vehicles and pedestrians in the urban road network.
