基于平衡计分卡的商业银行绩效评价指标体系的构建

摘 要

近年来,我国经济形势持续走高,金融业呈现出繁荣的局面,商业银行在中国经济发展中的地位越来越高,但与此同时商业银行面对的竞争却愈发激烈。根据对目前银行的经营情况的研究,银行加强运营管理的一种重要手段就是加强绩效管理,平衡记分卡作为一种新型的绩效管理体系,将财务指标和非财务指标提到了同等重要的维度,已经在西方多个行业的企业绩效管理中引发了一场革命,并有效地改善了银行业绩效管理中出现的问题。

本文首先对绩效管理内涵与平衡计分卡理论进行了较全面的阐述,为后文提供了相关理论基础,其次分析了我国商业银行平衡计分卡的适用性,包括研究传统绩效管理方法及其缺陷和引入平衡计分卡的必要性和可行性。最后决定从财务、客户、内部运营流程以及学习和成长这四个最具有代表性的层面来体现商业银行的战略实施。与此同时,基于这四个维度对商业银行平衡记分卡绩效管理体系进行了构建,最后提出在平衡计分卡绩效考核中所需要的保障措施。

通过研究发现平衡计分卡能够充分满足现代商业银行的需求,并与商业银行运作特点相配合以达到实现总体战略目标的要求。因此,在具有较完善管理水平的商业银行绩效管理体系中引入平衡计分卡是有一定的必要性与可行性的。基于平衡计分卡的绩效管理方法不仅综合考虑了财务因素与非财务因素,平衡了各项指标,为共同达成银行整体战略目标提供源源不断的动力与支撑,而且有利于实现员工与企业之间的互利共赢,共同发展。

Construction of Performance Evaluation Index System of Commercial Banks Based on Balanced Scorecard

Abstract

In recent years, China's economic situation has been rising continuously, and the financial industry has shown a prosperous situation. Commercial banks are playing a more and more important role in China's economic development, but at the same time, the competition faced by commercial banks is becoming more and more fierce. According to the research on the current operation situation of banks, one of the important means for banks to strengthen operation management is to strengthen performance management. Balanced Scorecard as a new performance management system, has raised financial indicators and non-financial indicators to the same important dimensions, which has triggered a revolution in the performance management of enterprises in many industries in the West, And effectively improve the performance management of the banking industry problems.

This article firstly elaborates on the connotation of performance management and the theory of balanced scorecard, and provides the relevant theoretical basis for the following article. Secondly, it analyzes the applicability of the balanced scorecard of commercial banks in my country, including the study of traditional performance management methods and their Defects and the necessity and feasibility of introducing a balanced scorecard. Finally, it was decided to reflect the implementation of the commercial bank's strategy from the four most representative levels of finance, customers, internal operating procedures, and learning and growth. At the same time, based on these four dimensions, the commercial bank's balanced scorecard performance management system was constructed, and finally the guarantee measures needed in the balanced scorecard performance appraisal were put forward.

Through research, it is found that the balanced scorecard can fully meet the needs of modern commercial banks and cooperate with the operational characteristics of commercial banks to achieve the requirements of achieving overall strategic goals. Therefore, it is necessary and feasible to introduce the balanced scorecard into the performance management system of commercial banks with a relatively complete management level. The performance management method based on the balanced scorecard not only comprehensively considers financial and non-financial factors, but also balances various indicators, provides a steady stream of power and support for jointly achieving the bank's overall strategic goals, and helps to achieve mutual benefit and common development between employees and the company.

近年来,我国经济形势持续走高,金融业呈现出繁荣的局面,而商业银行作为金融体系的主体,在发挥重要作用的同时所面临的竞争也不断加剧。一方面,随着利率市场化改革的不断深入,市场对金融服务的需求日益多样化。在另一方面,在中国经济进入新常态后,面对实体经济,银行的压力持续加大,随之而来的问题不仅仅是商业银行的收益持续下降,还有持续加快的不良贷款率的增速。互联网金融和其他信息科技的产物也以高效、快捷的优势赢得了众多传统银行的青睐,这些变化对我国商业银行的利润率产生了消极的影响。目前,随着全球化发展的深入,我国金融市场的国际化趋势也在持续增强,然而我国商业银行在与国外银行竞争时,呈现出国外银行占支配地位的趋势,因此当今国内商业银行迫切需要不断加强实力,不断完善经营管理。

为了弥补我国商业银行传统的业绩管理方法存在的问题,通过对原有绩效管理体系中存在的缺陷进行剖析总结,并结合目前商业银行的新需求和其自身特点,对引入平衡计分卡的必要性和可行性进行了论证。不仅对构建用以支撑商业银行业务发展的科学绩效管理体系,同时也对实现银行的战略愿景具有实际意义。基于平衡计分卡的绩效管理体系更有助于提高员工对工作的热情,激发员工的潜力,对银行提升盈利水平、可持续发展能力及展现银行核心竞争优势有积极影响。
