我国互联网金融保险与政府监管研究

摘 要

近年来,我国互联网经济强势崛起,据《中国“互联网 ”数字经济指数(2017)》,在2016年,我国数字经济规模就已经超过20万亿人民币,占全国GDP的30%左右。在此背景下,互联网保险行业表现抢眼,到2016年,共计有117家保险公司开展了互联网保险业务,实现保费收入2347亿元。2017年的1月至5月仅互联网保险中的财险就实现了194.3亿元的保费收入,占财险保险费的4.51%。互联网保险通过保险公司自营互联网平台或第三方平台进行保险销售和经营,结合不同场景满足了消费者的不同需求。以支付宝平台的保险服务项目为例,该平台提供了涵盖健康、意外、旅行、财产、人寿、车险等一系列保险服务,并且可以对比包括众安保险、平安保险、国华人寿、太平洋产险等不同公司的保险服务。

从传统保险到互联网保险,保险交易正在经历数字化转型,降低了保险交易成本,实现保险的精准和个性化定位,更好的满足了消费者需求。但是,市场总是优先于制度,互联网保险在迅猛发展的同时,我们必须看到其可能产生的潜在问题,有序推进互联网保险的发展与监管。本研究通过对互联网保险行业组织、工具、定价三方面的理解来剖析互联网保险运行模式,发现其特征与风险,从而提出相应的监管意见。

本文的研究思路为围绕中国互联网保险以监管这一根本目标,以互联网保险运行机理为分析依据与工具,参考与借鉴现有研究的主要成果,挖掘互联网保险中存在的风险,以此提出互联网保险监管的相关建议。就研究方法而言,本文采用了文献分析法与案例研究相结合的方法。

Abstract

In recent years, China’s Internet economy has grown strongly. According to China’s “Internet Plus” digital economic index (2017), in 2016, China’s digital economy has exceeded 20 trillion RMB, accounting for about 30% of national GDP. Against this background, the Internet insurance industry has achieved outstanding performance. By 2016, there were 117 insurance companies in China that had conducted Internet insurance business. Their premium income reached RMB 234.7 billion.From January to May 2017, the premium income of internet property insurance was 19.430 billion yuan, accounting for 4.51% of the original insurance premium income. Internet insurance carries insurance sales and operations through insurance companies or third-party platforms, and meets the different needs of consumers by combining different scenarios. Taking the Alipay platform's insurance service project as an example, the platform provides a series of insurance services covering health, accident, travel, property, life, auto insurance, and can compare insurance services including Zhong An Insurance, Ping An Insurance, Guo Hua Life Insurance, and Pacific Life Insurance..

From traditional insurance to internet insurance, insurance transactions are undergoing digital transformation, which reduces insurance transaction costs and achieves accurate and personalized insurance positioning, which better meets consumer needs. However, the market always takes precedence over the system. At the same time that Internet insurance is developing rapidly, we must see potential problems that may arise, and promote the development and supervision of Internet insurance in an orderly manner. This study analyzes the Internet insurance operation model through the understanding of the three aspects of the Internet insurance industry organization, tools, and pricing, discovers its characteristics and risks, and puts forward corresponding regulatory opinions.

The research idea of this article is to focus on China's Internet insurance to supervise this fundamental goal, use the Internet insurance operation mechanism as an analysis basis and tools, refer to and draw lessons from the main results of existing research, and tap the risks in Internet insurance to propose regulatory recommendations about Internet insurance. As far as research methods are concerned, this article uses a combination of literature analysis and case studies.

绪论

选题背景及意义

近年来,我国互联网经济迅猛发展,互联网金融也受到越来越多的关注,传统金融与互联网技术相结合,更好的满足了广大消费者需求,提高了市场效率,其中迅速崛起的互联网保险业务值得重点关注。

第一,截止2016年年底,我国共有一百多家家保险公司开展了互联网保险业务,全保险业有76%的保险公司通过各种渠道展开保险销售业务,其中主要是通过自建网站或与第三方保险平台合作,实际上,自2011年以来,保险行业参与率稳步提升(见图1-1)。保险领域从传统保险走向互联网保险是不可逆转的潮流趋势。
