Nanjing University of Information Science amp; TechnologyAbstract: For policymakers of a country, diplomatic conference speech serves as the crucial conduit of elaborating on internal and external affairs, enhancing exchanges between home and aboard and establishing China's international image. This thesis selects the keynote speech delivered by President Xi at the opening ceremony of the B20 Summit and the speech at the closing ceremony of the Hangzhou Summit as its research material, and conducts the research in light of skopostheorie. The thesis aims at what strategies translator needs to take in the course of translation in order to achieve the communicative skopos of the translated speech.

摘 要

外交会议演讲是国家领导人阐述内外政策,加强对外交流,树立国际形象的重要渠道。本文以习近平总书记在二十国集团工商峰会开幕式发表的主旨演讲《中国发展新起点,全球增长新蓝图》和二十国集团领导人杭州峰会闭幕式演讲辞为研究文本,以目的论为理论支撑,探讨为达到译文的交际目的,译者应该采取什么翻译策略。

1.1 Research Background

Delivered by head of state, diplomatic conference speech serves as the crucial conduit of elaborating on internal and external affairs, enhancing exchanges between home and aboard and establishing the international image of a state. In contemporary diplomatic practices, conference speech even contributes a lot to expounding the stands and the attitudes of a country to the rest of the world based on such major platforms as the United Nations conferences, official visit of international relations and various international conferences. Unarguably, owing to its highly political sensibility, diplomatic conference speech should be regarded as of paramount importance to political propaganda work.

In the midst of the profound and complicated changes in the international context, China has undergone impressive transformation in the aspects of politics, economy, culture, science and technology, thereby growing to an emerging power and one of the engines of the world economy. “As China begins to make a significant difference internationally, there has been an increasingly awareness that more and more countries throughout the world are eager to know about China, not only its profound and extensive culture and prolonged history, but its political stands and relevant policies on some international issues.” (Jia, 2011:78) Therefore, it is self-evident that the precise and accurate C-E translation of diplomatic conference speech is vital to mutual benefits, cooperation and collaboration.
