Features of and Chinese-to-English Translation Strategies for Report on the Work of the Government

Abstract: Since political texts carry great importance in delivering thoughts, guidelines and policies of governments and countries, they deserve popular attention both on their Chinese content and their English translation. By reason that the annual Report on the work of the government (hereinafter referred to as “the Report”) is a typical text which boasts great research value, the thesis embarks on the study on the Report, attempting to summarize the features of the Report and providing some practical translation strategies to better translate it. Through the elaborate analysis, the author finds that the Report has typical stylistic, language and translation features. Meanwhile, the translation strategies can be discussed from two perspectives, namely intralinguistic perspective and extralinguistic perspective. Through the study course of the Report and the efforts to generalize those strategies, the author realizes that a qualified translator needs not only solid foundation of language, some useful translation strategies and constant translation practice but also cross-cultural background knowledge and the sensitivity to the advance of the times.

摘 要

政论文在传递政府或国家政策方针方面扮演着重要的角色，因此,无论是其中文内容还是英文翻译都受到了人们的广泛关注。每年的政府工作报告正是政论文的一种典范。政府工作报告承载着巨大的研究价值，因此本文将对其展开研究，分析总结政府工作报告的特点，为译者提供实用的翻译技巧。通过详尽仔细的分析，作者发现政府工作报告在其文体、语言以及翻译实践中都有典型的特征，同时，作者也发现其翻译技巧可从语内和语外两方面进行探究。正是通过对政府工作报告的学习研究以及对其翻译技巧的概括总结，作者意识到，一名合格的译者，不仅需要具备扎实的语言基础，掌握实用的翻译技巧，进行持久的翻译实践，还需要通晓跨文化背景知识，并且对时代发展要保持灵敏度。

Introduction

Since the initiation of the reform and opening-up campaign, China has been ensuring prominent achievements, which improves China’s comprehensive national strength and expands its international influence. Thus, the rise of China attracts increasingly more attention, particularly on its political and economic development. The annual Report on the work of the government provides that kind of window for the outside world to better understand China’s development, for the Report reviews the government performance of the past and outlines future policies and plans for politics, economy, culture and other aspects. On this basis, the study of the Report and the translation of it appear to be of great importance. Undoubtedly, plenty of studies have been conducted and lots of translation techniques have been concluded by seniors. However, the research on this topic lacks systematical analysis and is far from sufficiency. Herein, the thesis attempts to analyze features of the Report and explore some practical and commonly used strategies in the translation of the Report in a relatively detailed way. Beginning with a brief introduction to the Report, the thesis analyzes some basic features of the Report. Then it is followed by the concrete and systematical strategies summed up from intralinguistic and extralinguistic perspectives for making Chinese-to-English translation of the Report.

The examples mentioned in this thesis are all selected from the Reports of the last two years which was delivered by our Prime Minister at the Chinese National People’s Congress.
