摘 要

能源价格会通过一系列传导机制对经济发展产生重要影响。因此，深入探讨能源价格变动对江苏产业部门价格和产业部门产出的作用机制和影响效应，对于促进江苏经济平稳发展、深化能源价格市场化改革具有重要的现实意义。

本研究首先从理论角度分析能源价格对经济影响的作用机制和路径，得出能源价格可以通过价格传导机制对江苏各产业部门价格和产出造成影响；其次，运用投入产出分析方法测算2002年、2007年和2012年江苏42产业部门对煤炭和石油的直接消耗系数，发现第二产业对能源的直接消耗系数普遍要高于第一产业和第三产业，江苏产业发展对煤炭的直接消耗系数呈现出大幅度上升趋势，对石油的直接消耗系数呈现出先增长后下降的趋势；再次，通过投入产出价格模型的构建，测算出能源价格变动对各部门价格的影响效应，得出能源价格变动对第二产业部门的影响效应总体高于第一产业部门和第三产业部门，煤炭价格变动对江苏其它产业部门的影响效应呈现出增强趋势，石油价格变动对江苏其他产业部门的影响效应呈现先增强后减弱的趋势；最后，借鉴弹性理论，测算出能源价格变动对江苏各部门产出影响的弹性系数，发现石油价格的弹性系数整体上大于煤炭价格的弹性系数。同时，通过计算能源价格产出弹性比率，发现煤炭价格弹性值比率普遍小于石油价格弹性值比率。基于以上研究结论，本文提出进一步深化能源价格市场化改革、促进产业结构调整、推进科技创新、开源节流并举、优化能源消费结构以及加大节能降耗宣传力度等政策措施。

The Analysis of the Impact of Energy Prices on the Economy of Jiangsu Province

Abstract

Energy prices will have an important impact on economic development through a series of conduction mechaniss. Therefore, in order to promote the smooth development of Jiangsu economy, deepen market-oriented reform of energy prices, further exploring the mechanism of action and influential effect of energy price changes on Jiangsu industrial sector prices and output, has important practical significance.

At first, we analyzed the mechanism and the path of the economic impact of energy prices from the theoretical point of view, draw that energy prices can affect the price and output of Jiangsu various industrial sectors through the price transmission mechanism. Secondly, using input-output analysis to estimate the direct consumption coefficient for coal and oil of 42 industrial sectors in Jiangsu in 2002, 2007 and 2012, found the direct consumption coefficient of energy in secondary industry is universally higher than primary industry and tertiary industry. The direct consumption coefficient showed a significant upward trend for coal and showed the first growth after a downward trend for oil. Then, by constructing the input-output price model, measuring the impact of energy price changes on the price of the various sectors, draw that in general energy price changes on the effect of the secondary sector is higher than the primary sector and the tertiary sector, coal price changes on the effect of other industrial sectors showing increasing trend of Jiangsu, the impact of oil price changes on other sectors in Jiangsu showing a first enhanced after a weakening trend. Finally, by learning from the theory of elasticity, measuring the elasticity coefficient of the impact of energy price changes on various sectors output of Jiangsu, found that the price elasticity of oil is greater than the price elasticity of coal as a whole. At the same time, by calculating the ratio of the output elasticity of energy prices, found ​​the ratio of coal is generally less than oil. Based on these findings, providing measures such as further deepening energy prices market-oriented reforms, promoting he adjustment of industrial restructure and the innovation in science and technology, tapping new sources of supply and reducing consumption, optimizing energy consumption structure and increasing the publicity of saving energy and reducing consumption.

第一章 绪论

1.1 选题背景

能源是国民经济得以持续、高速、健康发展的重要支柱。现阶段，我国正处于工业化、城镇化建设时期，经济发展目标、经济发展阶段以及经济增长方式都决定了我国对能源的高度需求。随着经济进一步发展，能源供需矛盾及环境污染问题进一步显现，能源对我国经济发展的约束日益加剧，成为我国未来经济增长的瓶颈。

江苏省作为我国的经济大省，以重化工为主的产业结构决定了江苏经济发展对能源的高度依赖性，因而能源价格变动对江苏经济影响重大。此外，由于江苏各行业对能源依赖程度不尽相同，能源价格波动对各行业的影响程度也有所差异。因此，为了维持江苏经济平稳发展和展开有效的能源价格改革，针对能源价格对江苏经济的影响展开专门研究，具有较强的现实意义。
